A rare frigid storm charged through Texas and the northern Gulf Coast on Tuesday, blanketing New Orleans and Houston with snow that closed highways, grounded nearly all flights and canceled school for more than a million students more accustomed to hurricane dismissals than snow days.

Houston mayor John Whitmire and Harris County Judge Lina Hidalgo both warned that the conditions will worse before they get better.

The snowstorm in Houston and the rest of southeast Texas is expected to bring widespread road closures. Public officials, including Mayor John Whitmire, have already warned people to avoid being on roads after 7 p.
