Millions of Houston taxpayer dollars bought an abandoned apartment, but city leaders said permits, and studies may mean its months before they're torn down.

Deputies found a man dead with a stab wound outside of someone's home, followed by a blood trail, where a woman was found dead from unknown injuries inside a home, according to HCSO.
